Backstory: Lightning benders could easily recognize that lightning had many effects on others' bodies. Asides from fear, intimidation, etc. There was also stunning as direct contact to lightning would often make a person unable to either focus on moving or it would physically restrain them from doing so.

What it does: User clenches one fist and emits lightning streaks from all areas of the body outwards at a maximum of 15 meters in radius. The gimmick is any entity touched by these lightning streaks or within that radius is stunned unless their health is higher than force of this technique. If it is equal or within 15 points lower, they are stunned for 2 post. If it is below 16 points or more, they are stunned indefinitely.
Lightning streaks form at the speed of the technique as well. There are obvious counters to this such as being blocked from the lightning by non conductive material or other means.
This attack requires a relatively high level of Chi concentration to maintain. If the user is hit with a technique higher than their strength, they are knocked out of this technique and the lightning fades.
